A Pokémon Center Elite Trainer Box gives you 11 packs instead of the standard 9, plus a second copy of the promo with the Pokémon Center logo, which is why it costs more. Per pack it is still dearer than a booster box, so it is a buy for the extra promo, the box and the accessories. It suits a collector who keeps ETBs sealed, or a player starting Pitch Black who needs sleeves, Energy and dice anyway.
