Which is better value per pack?
The booster box, and it is not close. Here is the maths on one current set, Mega Evolution: Pitch Black, at Iconic Trading Cards prices at the time of writing (28 September 2026):

Prices move, but the order almost never changes. The ETB premium pays for the promo, sleeves, dice and box. If you would have bought those anyway, or you are buying for someone who has none, it is money well spent. If all you want is packs, it is not.
Which is the best gift?
The Elite Trainer Box, in almost every case. It is one self-contained present with good packaging and a promo card, and it gives a new player sleeves, Energy and dice to start playing straight away. The box stays useful afterwards as card storage. For a child who is just starting, an ETB and a pack of sleeves is a complete Christmas present.
A booster bundle is a better gift for someone who already collects: six packs, nothing they already have, at a lower price. Which is best to open?
If you want to open packs and chase cards, buy the booster box. Thirty-six packs is enough to pull a good spread of a set, most of the Illustration Rares you want, and a fair chance at a Special Illustration Rare, at the lowest price per pack. If you find yourself buying a fifth or sixth loose pack of the same set, stop and do the maths: a box would have been cheaper.
Opening a whole box with friends or family is also one of the best parts of the hobby. Split the packs, trade the duplicates and keep a binder of the set. A box gives you enough cards to do that properly; a single ETB rarely does.
A booster bundle is the sensible middle ground if a box is too much. For special sets with no booster box, such as Ascended Heroes, the bundle is the main way to open packs at all.
Which is best to keep sealed?
Booster boxes have historically held their value best, because they are what collectors and shops want to buy back. ETBs from popular sets have also done well, especially Pokémon Center editions with smaller print runs. Nothing about this is guaranteed: reprints, print runs and demand all move, and plenty of sealed products have sat at or below their original price for years. Buy something you would be happy to open if prices do not go your way, and store it upright, out of sunlight.
What about Pokémon Center Elite Trainer Boxes?
Pokémon Center ETBs are sold through Pokémon Center with exclusive box and sleeve artwork. In the Mega Evolution series they have typically had eleven packs instead of nine, plus a second promo with a Pokémon Center stamp; the Ascended Heroes edition, for example, had eleven packs and two N's Zekrom promos.
